BRANDON MOONEY

Brandon Mooney is a Vice President at CO2EFFICIENT. He brings extensive experience with infrastructure permitting, electricity regulation, oil and natural gas, pipelines, critical minerals, and numerous laws, including the Clean Air Act, the Federal Power Act, and the Natural Gas Act.

Prior to joining CO2EFFICIENT, Brandon was Deputy Chief Counsel with the House Energy and Commerce Committee, where he helped lead a team of professional staff and managed a wide range of issues under the Committee’s jurisdiction. He served for nearly 14 years in Congress under four different Chairs, most recently Chairwoman Cathy McMorris Rodgers (R-WA), and worked with senior Members of the Committee, including Reps. Joe Barton (R-TX) and Pete Olson (R-TX). He played an integral role in the passage and oversight of many significant energy and environmental laws of the last decade.

Before his Congressional service, Brandon gained hands-on industry experience as part of an environmental consulting company, performing stack testing for petrochemical and power generation clients. Early in his career, he worked with the Texas House of Representatives and contributed to cutting-edge research on advanced drilling technologies at a research center.

Brandon holds a B.A. from Austin College, where he was a collegiate football player, and an M.S. from Rice University.
