Caroline Li is a Director of Energy Policy at CO2EFFICIENT. She brings extensive experience building coalitions, driving policy outcomes, and crafting innovative policy solutions. 

Prior to joining CO2EFFICIENT, Caroline was a Manager of Policy at the Information Technology Industry Council, where she shaped the tech industry’s energy policy advocacy at a critical time, amplified the industry’s voice on energy issues, and drove alignment among a diverse membership of companies. She guided the association’s members through complex regulatory issues and achieved broad consensus on proactive energy policy priorities. 

Caroline began her policy career as a Legislative Aide for Senator Jon Ossoff (D-GA). She worked on agriculture, energy, environment, and conservation issues facing her home state, from protecting the Okefenokee Swamp to opening up new markets for Georgia’s agricultural exports. Through this experience, she found a passion for solving complex policy issues and advancing impactful, durable, and evidence-based policies.

Caroline holds a B.A. in Philosophy and Cognitive Science from the University of Virginia, and an M.S. in Energy Policy and Climate from Johns Hopkins University.
