David is a Director at CO2EFFICIENT. David brings over a decade of experience developing strategic policy and advising leaders of Executive Branch agencies, Legislative bodies, and Fortune 500 companies on wholesale electricity markets and broader energy policy.
Prior to CO2EFFICIENT, David advanced federal regulatory policy and led strategic engagement efforts for Consolidated Edison where he advised executives on regulatory and federal policy to improve markets, reliability, transparency, and affordability across the electric and natural gas value chains. Working with and building coalitions across stakeholders, David helped drive consensus on key market and transmission issues to deliver solutions for consumers.
Previously, David served in the federal government for 8 years in the Executive and Legislative Branches. Beginning at FERC, David established a foundational understanding of the electricity sector where he led initiatives and cross-functional teams to counsel Commission decisions on major topics like resource adequacy and capacity markets, demand side strategies, and gas-electric coordination. After FERC, David served on House Committee on Energy and Commerce as Professional Staff under Chair Cathy McMorris Rodgers (R-WA) where he advised on electricity regulation, agency oversight, the Federal Power Act, Clean Air Act, and the Natural Gas Act.
David graduated from George Mason University where he received a Bachelor’s Degree in Economics.
