Jacquline Horsley is Director of Legislative Affairs at CO2EFFICIENT, where she leads the organization’s engagement with Congress and key federal stakeholders. She develops and executes strategic legislative outreach, provides policy analysis and guidance, and works closely with coalition partners, industry leaders, and government offices to advance constructive environmental, energy, and technology policy solutions. She plays a central role in elevating CO2EFFICIENT’s priorities and strengthening the organization’s voice in federal policymaking.
Jacquline is an experienced federal affairs and policy professional with a strong background in energy and environmental policy, legislative strategy, and political engagement. She has extensive experience navigating Capitol Hill, shaping legislative priorities, and building high-impact relationships with policymakers to drive meaningful outcomes.
Prior to joining CO2EFFICIENT, Jacquline served as a Senior Advisor at the U.S. Department of Energy’s Office of Congressional and Intergovernmental Affairs, where she supported engagement with Members of Congress and advanced the Administration’s energy agenda. Earlier in her career, she worked in U.S. Representative Bob Latta’s (R-OH-05) office and as a Policy Liaison with the House Committee on Energy and Commerce, supporting legislative development, stakeholder outreach, and strategic communications.
A proud small-town Hoosier, Jacquline brings her Midwestern roots to her professional work. She holds a Bachelor of Arts in Political Science (Legal Studies) from Indiana State University.
