President Donald J. Trump Announces Intent to Nominate Personnel to Key Administration Posts

 

President Donald J. Trump today announced his intent to nominate the following individuals to key positions in his Administration:


Francis R.  Fannon of Virginia, to be an Assistant Secretary of State (Energy Resources).  Mr. Fannon has been a businessman in the global energy and resources industries, an attorney, and a senior staffer in the U.S. Senate.  He became partner of the Coefficient Group in Washington, D.C. in 2017.  Before that, Mr. Fannon was head of corporate affairs at BHP Billiton and senior director of Murphy Oil Corporation, both in Washington, D.C.  A senior staffer in the U.S. Senate, he served as counsel to the Committee on Environment & Public Works (2003-2007), where he assisted in the drafting, negotiation, and ultimate passage of the seminal Energy Policy Act of 2005, senior legislative assistant in the Office of U.S. Senator Ben Nighthorse Campbell (2001-2003), and legislative assistant for U.S. Senator Pete V. Domenici (2000-2001).  Prior to joining the Senate, he worked as an attorney in Washington D.C.  Mr. Fannon earned a B.A. from Radford University, a M.A. from the Korbel School of International Studies, University of Denver, and a J.D. from Sturm College of Law, University of Denver.

E&E News: Hill staffers, energy vets launch D.C. firm

Former Hill staffers from both sides of the aisle joined energy veterans today to launch a consulting firm, the Coefficient Group.

The new venture in Washington will focus on the policies, regulations and finance of new technologies and practices in the energy and environmental sector.

Pulling in Hill experience is Tom Hassenboehler, a top energy-focused GOP aide on the House Energy and Commerce Committee who worked as chief counsel to the Subcommittee on Energy and Power for the past four years.

Before joining the panel, Hassenboehler worked as vice president of policy and legislative affairs for the industry group America's Natural Gas Alliance and had a prior stint as counsel for the Senate Environment and Public Works Committee (Greenwire, Dec. 22, 2016).

The firm's managing partner is Tom Lawler, who most recently ran an advocacy firm, Lawler Strategies. Before that, he managed the Senate Environment and Public Works Subcommittee on Clean Air and Nuclear Safety for ranking member Tom Carper (D-Del.), according to his online bio.

Lawler also served as deputy director of state and federal relations for former Republican Gov. Mitt Romney of Massachusetts.

Two additional partners at the firm include Cameron Prell, formerly an attorney at Crowell & Moring LLP and an expert on environmental law and business, and Frank Fannon, most recently a top executive in the Washington office of the mining and petroleum giant BHP Billiton.

Four Washington veterans are today launching a new energy and environmental consultancy, Axios has learned.

Why it matters: The firm, called COEFFICIENT Group, brings together a rare mix of expertise that cuts across fossil fuels, climate change and, yes, the political aisle too. The group's formation is hyper relevant with the energy and environmental worlds scrambling to respond to President Trump as he unwinds most of what his predecessor did in this area.

The people behind the firm:

  • Tom Lawler, a former top adviser to Sen. Tom Carper (D., Del.)
  • Cameron Prell, a lawyer whose expertise includes clean energy and climate issues
  • Frank Fannon, most recently a top executive in the Washington office of BHP Billiton, one of the world's biggest mining and petroleum companies
  • Tom Hassenboehler, former top Republican energy adviser for the House Energy and Commerce Committee

One level deeper: The firm isn't shying away from work that includes both traditional energy and climate change. It has big goals to address issues as wide ranging as climate finance to digitization of the energy industry. It will also do more traditional government relations work.
